1. Action Item: Protect Nonprofit Status

Yesterday, the House Ways and Means Committee voted to approve draft tax legislation that includes several harmful provisions for the nonprofit sector. This is in addition to proposed cuts to Federal funds for critical safety net programs and other threats that will cause harm to millions of people across the U.S.

Nonprofit Westchester joins The National Council of Nonprofits (NCN) in urging policymakers to remove from the tax reconciliation bill Section 112209, which would give unprecedented authority to the Executive Branch to revoke tax-exempt status from charitable nonprofits without public evidence, due process, court review or basic protections. This new provision would allow the Treasury Secretary to revoke a nonprofit’s tax-exempt status by labeling it a “terrorist supporting organization.” This would apply to any organization, across the political spectrum, engaged in lawful work. A House floor vote is expected as soon as the week of May 19, then to the Senate. Congressional leaders aim for July 4 for final passage of the tax bill.

2. Supporting National Council of Nonprofits’ June 10 Lobby Day in NYS – Learn More on May 16th

Each year The National Council of Nonprofits lobbies in Washington, D.C. This year, NYCON is inviting members to participate during the week of June 9-13 by 1) visiting NYS congressional district offices or 2) traveling to Washington, D.C. to speak with members of Congress. NYCON will share resources on lobby topics (2025 Tax Debate and nonprofit bipartisanship) and explain how to set up meetings with congressional members.

6. NPW’s  New York State 2026 Budget Memo

OVERVIEW: Governor Hochul, Majority Leader Stewart-Cousins, and Assembly Speaker Heastie concluded budget negotiations for New York State’s Enacted Budget for Fiscal Year 2026 on May 8, 2025. They considered policy proposals on a multitude of topics, including, but not limited to, affordability and the economy, public safety, healthcare, education, housing, the environment, energy and utilities, and transportation. The Enacted Budget for Fiscal Year 2026 totals $254 billion, accounting for an over $15 billion increase from the previous year.

7.  Save the Date: Not-for-Profit Contracting Advisory Committee (NFPCAC) Meeting, Tuesday, June 10th, from 12:00 - 1:30 PM, Virtual and In-person

The New York State Nonprofit Unit works to strengthen the relationship between all aspects of State Government and the Nonprofit Sector. The Unit works with State Agencies and New York nonprofits to interpret and clarify state regulations and connect nonprofits to State decision-making.

Please attend! It is important that Westchester’s nonprofit sector has a unified presence at the State level to effectively address contracting and other overarching issues. There will be questions and feedback towards the end of the meeting. Registration zoom link, email reminder notifications, in-person location information and an agenda will follow in advance of the scheduled meeting.
