2026 NPW Advocacy and Policy Agenda
|
|
|
NPW's 2026 Advocacy and Policy Agenda seeks to promote strong government–nonprofit partnerships that improve contracting systems, advance fair compensation for the nonprofit workforce, and support effective, sustainable operations to ensure that all people receive high-quality government-mandated and other critical services delivered by nonprofit professionals. The goals of the 2026 agenda are to engage in activities that: - Support the well-being of people and communities
- Strengthen the stability and resilience of the nonprofit sector
- Build systems that ensure livable wages for the nonprofit workforce
- Meet the increasing demand for services at a time of shrinking federal government funding

Issue Areas
Sector challenges that need to be addressed to achieve the stated goals fall into three core areas:
- Complex, delayed, and reimbursement-based contracting systems
- Contracts that do not fund the true cost of service
- Low and near poverty level wages and an inconsistent COLA process

Challenges and Solutions NPW seeks to advance change through an analysis of the impact of current systems and practices, and related policy recommendations in three key areas:
- Core Operating Expenses: Fund the True Cost of Service
- Nonprofit Wages: Achieving Equity and Stability
- Procurement & Payment: Strengthening the Partnership

Nonprofit Westchester joins the Human Services Council in expressing disappointment that the Governor did not include the full request of a 2.7% TII (Targeted Inflationary Increase) in the Executive Budget to bolster rates and contracts for human services programs. We support their statement.

Assembly Budget Hearing - Participate in the Westchester Assembly Delegation Virtual Budget Forum on January 30th, 11:00 AM to 3:00 PM.
Please register in advance to receive a time slot. Written comments are due by 5:00 PM on Wednesday, January 28th, and will be shared with the full Westchester Assembly Delegation. Review the Governor’s budget proposals.
