Dear NPW Community:

I am reaching out with an urgent call to action on S7001 Senator Mayer/A7616 Assemblymember Paulin, which seeks to make changes to the Prompt Contracting Law that would help address nonprofits’ largest challenges with State funding. These bills were passed unanimously in the Assembly and Senate last year, but Governor Hochul did not sign them into law.  Again, this year, a modified bill was passed in the Assembly and Senate - a true show of bi-partisan support for the nonprofit sector by our elected officials.  

We are waiting for Governor Hochul to sign these bills into law. The time is now! Nonprofits, delivering government-mandated and other essential services, deserve to be treated fairly and with respect.

The bill was delivered to Governor Hochul on Dec. 1st with action due by Dec. 12th. Time is of the essence, and we need your help to push the Governor to sign the bill.

    In coalition with Human Services Council, New York Council of Nonprofits, The New York Legal Services Coalition and Nonprofit New York, Nonprofit Westchester is seeking to make critical changes to advance fair and equitable contracting with New York State.

    The State has long contracted with nonprofits to provide essential services to communities across New York. But persistent delays in payment, an over-reliance on nonprofits to front costs, and a burdensome contracting process have undermined the sector’s stability for decades, weakened the system of care for those most in need and utilized tax payer dollars inefficiently.

    • One in three nonprofits that have New York State contracts are owed funding for services already provided
    • $650 MILLION is owed by the State to nonprofits
    • 65% of organizations expressed concern about funding basic operations in 2025. 

    Bills (S7001 Mayer/A7616 Paulinpassed unanimously in the NY State Senate and Assembly offer a solution by making changes to the Prompt Contracting Law to help ensure nonprofits can keep providing critical services by:

    • Clarifying the law and creating consistency in contracting across all agencies
    • Expanding and clarifying renewal contracts
    • Mandating advance payments and de minimis administration in all contracts.
